LOSANNA – Si è svolta nel fine settimana a Losanna la riunione del Comitato Esecutivo della Federazione Internazionale di Scherma, a cui ha preso parte il Presidente federale, Giorgio Scarso, nella veste di Vicepresidente dell’organismo mondiale.
Durante la sessione di lavoro, sono stati affrontati diversi temi che riguardano la scherma internazionale, ad iniziare dalla sicurezza dei materiali. Vi è stata infatti l’audizione del Presidente della Commissione SEMI, Semen Rikhtman, il quale ha escusso una relazione indirizzata ai nuovi marchi che dovranno essere riportati sui guanti di sciabola e che ne certificheranno un maggior grado di sicurezza. Inoltre è stato presentato il progetto Semi 2.0 il cui obiettivo sarà quello di uniformare i protocolli di comunicazione di tutte le apparecchiature segnastoccate ed elettroniche in genere, al fine di superare alcune attuali difficoltà nell’utilizzo degli stessi e dei software di gestione gara.
Infine, sempre per ciò che concerne la sicurezza dei materiali e l’aspetto legato alle attrezzature, il Comitato esecutivo della FIE ha nominato il Presidente della Commissione Semi, Semen Rikhtman ed il membro italiano della stessa commissione, Giandomenico Varallo, quali componeti in quota FIE del CEN, il Comitato Europeo di Normazione, che ha lo scopo di armonizzare e produrre delle norme tecniche in Europa e di redigere gli standard europei a cui tutti i prodotti devono attenersi.
Il Comitato Esecutivo ha poi discusso in merito alle relazioni esposte dalle varie Confederazioni continentali, relativamente alle problematiche emerse circa l’organizzazione delle gare, nelle varie realtà mondiali. Durante i Campionati del Mondo Cadetti e Giovani in programma a Tashkent, si svolgerà pertanto un’apposita riunione volta a verificare eventuali deroghe alle norme per l’organizzazione delle gare, al fine di venire incontro alle richieste ed alle esigenze, ma soprattutto a regolamentare eventuali aiuti economici da parte della Federazione mondiale.
I rappresentanti della scherma internazionale hanno poi discusso circa la richiesta giunta dalla Commissione Arbitrale FIE di non effettuare, in alcuni casi, il sorteggio automatico per le designazioni arbitrali, al fine di porre rimedio a degli errori di compatibilità creati dall’attuale programma elettronico che gestisce l’azione. Il Comitato esecutivo ha optato per l’inserimento di nuovi parametri al software che esegue il sorteggio, con un aggiornamento semestrale delle informazioni relative ai singoli arbitri internazionali, che avranno l’obbligo di comunicare alla FIE alcuni ulteriori dati al fine di garantire la massima compatibilità ed insindacabilità nelle designazioni.
Sempre relativamente all’ambito arbitrale, il Comitato esecutivo ha convocato gli arbitri che saranno designati ai Campionati del Mondo Mosca2015. L’Italia sarà il Paese, oltre alla Russia quale Nazione ospitante, che potrà vantare la presenza di più arbitri, dato che la FIE ha scelto di convocare per l’importantissima rassegna iridata (il cui punteggio sarà valido ai fini della qualificazione olimpica) tre italiani: Giuliano Ranza, Marco Pistacchi e Luigi Martilotti. A ciò si aggiungerà la presenza di Alessandro Cecchinato quale membro della Direzione di Torneo. Quest’ultimo è stato inoltre designato quale membro della Direzione di Torneo alle Universiadi in programma a Gwangju, in Corea del Sud. Per quell’occasione, è stato convocato l’arbitro italiano Isacco Scomparin.
Durante i lavori, inoltre, l’attuale Chief Executive Officer, Nathalie Rodriguez, ha relazionato in merito ad un incontro che la stessa ha avuto con i rappresentanti dell’IWASF, la Federazione internazionale di scherma paralimpica, durante il quale si sono messi a fuoco alcuni temi su cui potrà vertere una possibile futura collaborazione tra le due realtà schermistiche.
Ciò rappresenta un primo importante passo compiuto dalla FIE, sul percorso di integrazione tra scherma olimpica e paralimpica, che l’Italia ha caldeggiato e promosso da diverso tempo e nelle varie sedi e che, quindi, sta adesso avviandosi positivamente.
Assai interessante è stata poi la relazione statistica circa l’evoluzione e lo sviluppo della scherma e della pratica agonistica nei vari Paesi del Mondo, nel periodo che va dai Giochi Olimpici di Atene2004 a quelli di Londra2012. Dati, numeri, grafici e statistiche ufficiali che attestano la crescita della disciplina in tutti e cinque i Continenti. Il Comitato Esecutivo ha quindi preso ancora maggiore consapevolezza di come la scherma si stia diffondendo e di come siano, quindi, utili azioni promozionali e di sostegno alla crescita in alcune realtà schermistiche in via di sviluppo.
Tra i temi di carattere generale, vi è stato il saluto alla dirigente del Dipartimento Amministrativo FIE, Claudia Sanchez che, dopo 17 anni di collaborazione con l’organismo internazionale, ha rassegnato le sue dimissioni.
Infine, il Comitato Esecutivo ha varato il nuovo calendario agonistico per la stagione 2015-2016. L’Italia continuerà ad ospitare una prova della Grand Prix Series di fioretto a Torino, dal 27 al 29 novembre 2015, due prove di Coppa del Mondo di cui quella di sciabola maschile a Padova dal 29 al 31 gennaio 2016, e quella di spada femminile a Legnano dal 23 al 25 ottobre 2015, ed una tappa del circuito di Coppa del Mondo under20 che sarà in programma ad Udine dal 12 al 14 febbraio 2016.
I Campionati Europei Assoluti 2016 si svolgeranno a Torun, in Polonia, dal 20 al 25 giugno 2016.
“La seduta è stata assai proficua ed alcuni temi possono inorgoglire l’Italia – ha commentato il Presidente della Federazione Italiana Scherma, Giorgio Scarso -. Il nostro Paese, ad esempio, potrà vantare ben tre arbitri ai Campionati del Mondo ed un membro della Direzione di torneo. Ciò non è soltanto un riconoscimento alla scherma italiana ma soprattutto un attestato importante alle qualità tecniche ed alla preparazione dei soggetti convocati e di tutto il panorama arbitrale italiano. A ciò si aggiunge che saremo tra i pochi Paesi al Mondo a poter ospitare quattro eventi internazionali, di cui una prova Grand Prix, due tappe di Coppa del Mondo e l’evento di Coppa del Mondo under20. Ma la soddisfazione maggiore – prosegue Scarso – è quella di vedere finalmente avviato il percorso di integrazione tra la scherma olimpica e la scherma paralimpica internazionale, su cui ci siamo spesi in più sedi, presentando progetti, iniziative e proposte, e che adesso sta iniziando a concretizzarsi. Il ruolo dell’Italia nel panorama schermistico internazionale ci richiede di essere non solo protagonisti in pedana, ma anche promotori di iniziative volte allo sviluppo della scherma mondiale”.

Lausanne – It took place during the past week end the FIE Executive Committee Meeting to which Mr. Giorgio Scarso, the President of the Italian Fencing Federation participated, in the capacity of Vice President of the International Fencing Federation.
During the works, among the different issues that were discussed there was the question of equipment safety. Mr. Semen Rikhtman, President of the SEMI Commission, presented a report addressed to the new labels which will have to be applied to the sabre gloves, in order to certify the increased safety standard. Furthermore, it was presented the new project Semi 2.0 whose aim is to make all the communication protocols of the score machines uniform, and this will apply to other electronic devices as well. This is due to the need to overcome the current problems in the use of some of them and of the competition management software.
Finally, still regarding the safety of materials and the electronic equipment, the FIE Executive Committee nominated two members of the Semi Commission, the President Semen Rikhtman and, Giandomenico Varallo, as the FIE representative within the CEN, European Committee for Standardization, which has the aim to level out and produce the European standards to which all the products have to comply with.
The Executive Committee also discussed the reports of the Continental Confederations, regarding the problems in organizing the competitions in the five Continents. During the World J/C Championships in Tashkent another meeting will be held, in order to examine possible exceptions to the regulations for the organization of the competitions, so to cope with the needs and requests, but first of all, in order to determine the rules for possible financial aids by the FIE.
Furthermore, the representatives of world fencing discussed the request of the FIE Refereeing Commission which is not to designate the referees though draw, in certain case, in order to avoid the compatibility mistakes caused by the current software for the draw.
The Executive committee voted in favor of the addition of other parameters to the software, with biannual updates of the information each international referee, who will have the obligation to communicate to FIE further data in order to guarantee the highest compatibility and the non-questionability of designations.
With regards to the refereeing area, the Executive Committee also nominated the referees taking part to the World Championships in Moscow 2015. Italy will be the second most represented country in refereeing, behind Russia, the hosting country, given that FIE decided to appoint three Italian referees for that competition (the scores will be valid for the Olympic qualification): Giuliano Ranza, Marco Pistacchi and Luigi Martilotti. In addition, Alessandro Cecchinato will be another Italian official, during that competition, as member of DT. He will also be member of the DT at the University Games of Gwangju, South Korea. On that occasion, another italian referee was designated, Isacco Scomparin.
During the works, the current FIE Chief Executive Officer, Nathalie Rodriguez, made a report about the meeting she had with the representative of the IWASF, International Wheelchair Fencing Association, during which they focused on some items on which a possible future cooperation might be built up. This represents the first important step that FIE takes towards the integration Olympic and Paralympic fencing, integration already promoted by Italy throughout the past few years in different occasions, and which is now being positively started.
Moreover, another interesting item was the statistical survey about the evolution and development of fencing and its competition aspect worldwide, since the Olympic Games of Athens2004 until London2012. Data, figures, diagrams and official statistics show the growth of this sports discipline in all the five Continents. The Executive Committee became more aware of how fencing is spreading around the world and how useful are promotion initiatives aiming at enhancing it within some developing Federations.
Among the miscellaneous items, there was a moment dedicated to the goodbyes of Claudia Sanchez, who resigned from her post as Administration Director of FIE after 17 years of cooperation.
Finally, the Executive Committee presented the new competition calendar for the season 2015-2016. Italy will still continue host an event of the Foil Grand Prix Series in Turin, from the 27th to the 29th of November 2015, two World Cup events , Men’s Sabre in Padua from the 29th to 31st of January 2016, and Women’s Epee in Legnano from the 23rd to the 25th of October 2015, and also an event of U20 World Cup circuit that will be organized in Udine from the 12th to the 14th of February 2016.
The 2016 European Championships will be held in Torun, Poland, from the 20th to the 25th of June 2016.
“ The meeting was very profitable and Italy can be proud of some issues among those discussed – said the President of the Italian Fencing Federation, Giorgio Scarso – Our country, for instance, will have three of its referees and one member of the DT among the officials of the World Championships. Not only is this an acknowledgement to the Italian Fencing movement but also and especially to the technical skills and professionalism of the officials appointed and of the whole Italian refereeing area. In addition it must be said that Italy will be one of the few Countries in the World that will host 4 international events, among which one of the Grand Prix Series, two Senior World Cup events and one Junior. Nevertheless, the greatest satisfaction – continues Mr. Scarso – is to have given the input for the path of integration between Olympic and Paralympic international fencing, for which we have worked a lot, proposing projects and initiatives, and now these efforts are giving the first results. Not only entails the role of Italy in the fencing international overview to be the key players, but also to promote initiatives for the development of fencing worldwide”.
